Introductory Meetings with Upazila Nirbahi Officers (UNOs) to Strengthen Coordination under the EARN Project

A As part of the EARN Project’s stakeholder engagement and institutional coordination strategy, the Upazila Managers of WAVE Foundation conducted introductory meetings with the respective Upazila Nirbahi Officers (UNOs) in all 11 assigned intervention upazilas: Moulvibazar Sadar, Sreemangal, Kamalganj, Kulaura, Barlekha and Rajnagar in Moulvibazar District; Golapganj and Gowainghat in Sylhet District; and Nabiganj, Chunarughat and Madhabpur in Habiganj District.

The primary objective of these meetings was to brief the upazila administrations on the EARN Project’s goal, objectives, implementation strategy, target beneficiaries, and planned activities, while seeking their support for effective coordination and implementation at the local level.

A key component of the discussions was the proposed formation of the Upazila Coordination Committee (UCC). The Upazila Managers informed the respective UNOs about the committee’s intended role in facilitating institutional coordination, providing strategic guidance, supporting stakeholder engagement, and monitoring project implementation at the upazila level. The discussions also highlighted the importance of clarifying the roles and responsibilities of committee members throughout the project period, including coordination among relevant government departments and local stakeholders, support for beneficiary outreach and mobilization, facilitation of training and employment linkages, review of implementation progress, and assistance in addressing operational challenges. The engagement aimed to promote local ownership and establish a coordinated institutional mechanism to support the effective delivery of project interventions.
