Inception meeting with the District Youth Development Office, Moulvibazar

The Economic Acceleration and Resilience for NEET Youth (EARN) Project held an inception meeting with the District Youth Development Office, Moulvibazar, on 12 October 2026 at 11:00 AM. The meeting was chaired by Mr. Farhet Noor, Deputy Director, District Youth Development Office, Moulvibazar, and attended by the Upazila Youth Development Officers (UYDOs) and representatives of the EARN Project. The meeting was convened to introduce the project and its implementation arrangements, share the status of preparatory activities, and agree on practical coordination mechanisms between the project team and the Department of Youth Development (DYD) at district and upazila levels.

The meeting began with a welcome from Mr. Farhet Noor, Deputy Director, who greeted the participants and emphasized the importance of coordination between the Department of Youth Development and the EARN Project. A short round of introductions followed, allowing participants to introduce themselves and clarify their respective roles in youth development and project implementation. During the introduction session, Mr. Md. Monsurul Islam, Assistant Director, was welcomed as a newly joined official. Participants acknowledged his joining and the value of maintaining strong institutional coordination to support the project’s implementation.

EARN Project Presentation:

Md. Mashuk Muktadir, Upazila Manager, EARN Project, Sreemangal, delivered the project presentation. Mr. Amit Barma, Upazila Manager, EARN Project, Moulvibazar Sadar, also participated as a project representative. The presentation provided a concise overview of the project’s goal and objectives, implementation strategy, target beneficiaries, inclusion priorities, institutional coordination arrangements, and overall implementation updates as of 12 October 2026. It explained how the project intends to support eligible young people who are not in education, employment, or training (NEET) through skills development and pathways to employment and economic opportunity. The presentation

also highlighted the importance of collaboration with DYD officials, local stakeholders, training facilities, and employers to support effective delivery, monitoring, and sustainability. The presentation was followed by an open discussion on coordination with UYDOs, organizing inception meetings at upazila level, monitoring training activities, and making appropriate use of training facilities.

Key Decisions and Agreed Actions:

• A district-level coordination committee will be formed under the leadership of the Deputy Director, District Youth Development Office, Moulvibazar.
• The EARN Project team will maintain regular and appropriate communication with the respective UYDOs. Upazila-level implementation activities will be coordinated through the relevant UYDOs.
• An inception meeting will be organized at each relevant upazila to brief local stakeholders on the project objectives, implementation approach, beneficiary selection, and planned activities.
• The inclusion of the Assistant Youth Development Officer (AYDO) in the Upazila Coordination Committee (UCC) and in training-monitoring activities will be considered.
• The Village-Level Training Centre (VLTC) arrangements should be planned with sustainability in mind, including potential future use by UYDOs for training sessions and meetings, subject to feasibility and applicable project guidelines.
• The District Coordinator will share EARN Project implementation updates at the district- level monthly meeting, which is held on the second Monday of each month.
