EARN Orientation for Upazila Managers, Job Placement Officers and Enterprise Development Officers

A day-long orientation was organized by WAVE Foundation at its head office for upazila-level staff of the Economic Acceleration and Resilience for NEET (EARN) Project under Packages S-14 (Sylhet) and S-9.3 (Chattogram), fostering a shared understanding of project objectives, implementation strategies, and field-level responsibilities.

Overview

The orientation took place on 30 September 2026 at the WAVE Foundation seminar room, bringing together Upazila Managers, Job Placement Officers, Enterprise Development Officers and M&E staff working on the EARN Project. EARN (Economic Acceleration and Resilience for NEET) is a World Bank-financed project implemented by the Department of Youth Development (DYD) under the Ministry of Youth and Sports, with this orientation arranged by WAVE Foundation under the DAM-WAVE JV (Packages S-14 and S-9.3).

Ms. Nasefa Ali, Deputy Executive Director of WAVE Foundation, opened the day. Mr. Mohsin Ali, Executive Director of WAVE Foundation, then gave an overall brief on the project, placing it within the wider socio-economic context of the country, where a large number of young people remain outside education, employment and training. He went on to cover the project’s development objective, the profile of the target NEET youth, the implementation arrangement between DYD, the World Bank and the DAM-WAVE JV, and the district- and upazila-wise working areas.

Ei vis regione sanctus, impedit sententiae eum ut, vim debet tibique definitionem in. Usu ea vidit integre vituperatoribus, cum ea facete suscipiantur. Et cibo fabulas docendi vis. Id cum nominati concludaturque, ex eos malis tantas deserunt.

Programme

Later sessions set out the role, key tasks, KPIs and reporting line of each upazila position, and explained how staff will coordinate with VLTC in-charges, community mobilisers, trainers and the Upazila Youth Development Office, including the formation of CGs (Community Groups) and UCCs.

The EARN management team of WAVE Foundation gave a live demonstration of the EARN dashboard and field data entry, with emphasis on data quality, reporting deadlines and the protection of participants’ personal information.

Participants also worked through administrative and safeguarding requirements, including the Grievance Redress Mechanism (GRM) and Protection from Sexual Exploitation and Abuse (PSEA). They then practised selecting trades based on:

  • Local labour market demand
  • Youth interest and ability
  • The approved trade list
  • VLTC and trainer capacity
  • 60% women

Outcomes

At the end of the day, each upazila team prepared and presented its own work plan with priorities and milestones, followed by a post-workshop test and evaluation. The orientation left the field teams with a shared understanding of the project and a practical plan to begin implementation in their upazilas.
